Yet Velasquez needed 4 years to investigate and fired Menocal only after the FBI made the arrest.

Menocal is connected so he’s protected. Realistically, you can’t control every single cop in the street but you can do your due diligence regardless of how HPD looks you can save face and address the issues like a true leader would. Take responsibility, fix the wrongdoings - apologize (is this really that hard?) give the victims closure & hope that it won’t happen to someone else.
As of February 21st the powers that be have shifted. Velasquez is going nuts, who are his people, who can he trust to keep his dirty little secrets. Where are his minions? How far will he go to deliberately put someone in an unfavorable situation, how far will he go to discredit them? Based on above captioned - who here would take 10 hours, a suspension, a demotion, etc. from this guy without challenging it? You can only intimidate people for so long... no one respects you - they use to fear you but now, now your days are numbered. Take what little dignity you have left & go... rid yourself of the overwhelming stress running this department into the ground has caused. I’ve read that overwhelming stress can cause permanent mental damage... just saying that would make perfect sense.
