    Does Ortiz get extra advantage for being black on promotional Lt and Capt exams ? Yes

    The Lt and Capt promotional exams are oral and are usually 7-8 scenarios exercises. Each scenario presentation are graded by the testing company assigned assessors. The assessors then give each candidate a performance score for each exercise.
    The scores are later tally up together in a spread sheet for each individual candidate.

    After the exam the city claims the data that is collected by the testing company and the Doj they are the ones that assign what final percentage each exercise scenario should have.

    Based on the racial profile data collected from each candidate they start assigning what the percentage each scenario should have to make the test look as racially fair as possible.

    It’s called playing with the numbers.

    All of this was learned on the last civil service Lt exam grievance which the employees won 5-0

    It’s unfortunate that people like Carlos Balasino and Rudolph 'Rudy' Herrera cast judgement when they speak out of complete ignorance. Rudy was known as the wannabe staff member when he worked for the MPD. Always opinionated and no one listened to him then either. As for Carlos, you haven’t changed.

    You know nothing about my family and clearly people have nothing better to do but to criticize other brothers.

    The fact that I didn’t get ANY preference because the exam was given straight forward should tell you something. This wasn’t done for advancement like some others have done. (That’s BS) It’s part of my identity and heritage. I also don’t identify as Hispanic because I am an American. ( So anyone that was born in the US is non Hispanic )

    I guess that’s wrong too. People are scared to be what they are because there is always someone in the peanut gallery that wants to run their mouth.

    These are the testing Fact on how it was graded. Don’t try to conceal this. This was revealed on the last civil service Lt exam grievance that the city lost 5-0. Ortiz knew about this and used it to his advantage.

    It’s incredible how Colina lies to the commissioners saying that Ortiz doesn’t benefits by being a black male. He should be fired for untruthful ness.
