Even if this passes, it really doesn't change anything for the agency. Currently, DHSMV is a Cabinet Agency and its head is an "Executive Director" nominated by Governor and confirmed (and thereafter reporting to) the Cabinet (Governor, Attorney General, Agriculture Commissioner, Chief Financial Officer).
This bill would change the title to "Secretary" and he/she would report only to the Governor after Senate Confirmation (like the Corrections Secretary does now). It would be a purely administrative change with no impact outside the Fourth Floor.

Yeah, okay. Big changes have been coming since the new Governor took over. I will believe it when it happens.
