Let's Review Chief Velasquez's Actions, Or Lack Of
> A 13 year old comes forward and states Menocal forced her to perform oral sex on him. Velasquez does NOT suspend Menocal.

> Then a 17 year old states Menocal sexually assaulted her at substation 5. Video cameras confirm they entered, no report written. Again, Velasquez does NOT suspend Menocal.

> Velasquez then learns that another woman claimed Menocal handcuffed her in the vehicle and molested her as he masturbated. Velasquez does NOT suspend Menocal.

> IA investigates and sustains that Menocal had improper sex with a minor. Velasquez overrides the conclusion and does NOT suspend Menocal.

> Another victim who claimed Menocal was trying to kill her mysteriously dies while falling from a fast moving vehicle. Velasquez does NOT suspend Menocal.

> Video shows another 8 or 9 unidentified females, possibly victims, being escorted to the substation, yet no report was ever written. Velasquez still does NOT suspend Menocal.

Only when Velasquez learns the FBI is investigating does Velasquez suspend Menocal. Why was Menocal given 5 years of extraordinary protection by the chief??

Menocal was part of the payola scheme that ran from him thru Velasquez to Hernandez and back down to the city council.
All are in on it. They did not want to risk angering Menocal and jeopardizing their operation. It's not as if they could have made Jesse disappear without incurring the wrath of the rest of the Menocal family. So Velasquez and Hernandez were willing to sacrifice as many young girls as necessary to keep those cash filled envelopes flowing. Even to this day none of the above players have expressed any kind of sympathy to the victims and their families.
