    Ortiz is the Coordinator of the off duty and it is assigned to him. The surcharge reports verify this at the bottom you see coordinator Javier Ortiz. That is automatically generated on the report as long as it’s assigned. Also the operational plan which is done yearly is done under Ortiz’s name making him coordinator.

    He may not have double dipped but as the Captain of special events and the coordinator he fails to correct his mistakes as a leader and own it. He should be removed from SOS to remedy the situation. He obviously can’t handle the position nor the responsibility.



    13 DO 1.5.6 thru 1.5.6.7 pertain to permanent off duties.


    1.5.6.3 The job coordinator will be responsible for the coordination of schedules, surcharge report, duty hours and act as a liaison between the City of Miami Police Department and the employer. The job coordinator will prepare a monthly schedule using Extra Duty Trak, under the Coordinator Module, which must be posted by the 20th of the preceding month. The coordinator will also finalize the job on Extra Duty Trak, noting any changes to the schedule by the 5th of the following month. The job coordinator must also submit a signed hard copy surcharge report to the Special Events Unit by the 5th of the following month.

    Ortiz could not work the off duty if A Sgt was coordinator. Due to him being the rank of Sgt. Which is below captain see DO below.



    1.5.6.4 Minor changes or substitutions in work schedules must be reported immediately to the job coordinator. Employees must notify the job coordinator immediately of any tardiness or inability to work the extra duty job. If the job coordinator is not contacted, the Special Events Unit or Communications Bridge Commander must be notified. Any employee who holds a rank higher than that of the job coordinator is prohibited from working the job.


    Due to Ortiz being the coordinator he is ultimately responsible:

    1.5.6.5 The job coordinator will be held accountable for the job and the personnel assigned to the job.

    You forgot to mention that at the end of the month it’s the Off Duty job coordinator to update correctly any last minute scheduling changes that occurred during the previous month once the period is over. Not to mention several month and years passed without paying the surcharges? Why did Ortiz ignored the tickler notifications that was sent to him? Don’t count out double dipping. Ortiz should be placed on administrative reassigned and transferred until this investigation is done by IA. That’s the normal procedure.

    The City of Miami wronged our police officers of over $100 million dollars in pay and benefits. It's time for the City to make good on their past commitments that they unlawfully broke on our Miami Police Officers. It is our intention to work with the city in resolving this once and for all. The Florida Supreme Court has spoken. Hopefully, the City Manager and Mayor realize that the games are over. I want to thank attorneys Bob Klausner and Ron Cohen for representing us. It pays to be a member of the FOP!
