So, what do you expect to happen when you actively engage an active shooter in an environment with innocent people running around? Some of them are going to die. And, there is a reasonable chance that the police are going to end up shooting one or more people. Why do you think that old time cops hate the current active shooter protocol. If an innocent gets tagged with a police round, people are going to scream that the cops should be disciplined.

In this case, they did set up a perimeter. They surrounded the truck. And, the bad guys opened fire on them. When people shoot at you have to assume that they mean too kill you.
