    What....a bicycle violation, led to a legal stop, then a arrest?

    Why is the good Mayor's touted suspicious observed behavior, that led to a bicycle violation stop, that ultimately led to arrest, any different than using bicycle violations as a legal reason to stop, in the high crime/ black areas for the same reasons?

    Then the Chief needs to tell City Council that! Doesnt he still provide stats on how many blacks are stopped for bicycle violations and whether they received citations etc. Legal stops need no further justification than that!
