Sounds like someone with a lot to lose. The state and every city and every county will have economic damage from the pandemic. Our world will look different once the governor takes out the red pen and cuts a billion or so out. That is nothing but reality and you should start planning for it now. Remember Florida is required by its constitution to have a balanced budget.
