This behavior is either taught or allowed. They learn it on the streets, nobody corrects them or supervises them. No responsible black leader in the community will speak up against this, so it is allowed to happen. Black on black crime is so out of control, because black leaders cannot blame it on racism. This rot will continue and because it has been happening for about a generation or so, no police department will be able to correct this now, the best that will happen is it will be managed and the department will react to crime and little else.
