Under the current dog eat dog administration it doesn't matter much who gets promoted because they are all cookie cutter brass. When the SHTF they will not back you up but rather send it up to IAD or further up the COC which then sends it to IAD. Bob micromanages IAD like a puppet so all it does is rubber stamp his decision.
