Hire you a few strong legal investigative consultant and financial forensic experts do a complete examination of the agency prior to your arrival. Give them authority to review and examine all of the files.
Review promotions and salary increases along with non bid contracts to see who was paid to play. Demand staff compliance you still have Isreal loyalists that will not be truthful and forthcoming.
Then do a public release and major press conference on your findings.
It will all go back to Incompetent Leadership and an agency run a muck.
