The department looks bad because it is. It's bad because of the lack of leadership. Some cops don't deserve the badge and sadly it seems the worst cops end up in high places or the PBA.

The way to move up is kissing ass, having pull with someone and if you’re a female 33 high. If you don’t 33 high, they will block you every step of the way. The worse cops usually end up in high places

They dont care, why even bother, we all know cops biggest threat is other cops. Hating on each other is more or less engrained into law enforcement culture from the time the fresh academy rookie rides with their disgruntled f.t.o. who hates coming to work everyday. Cops will shit on and undermine other cops, thats how it is and how it will be unfortunately.
