Leaders generally don't like a second in command who is more intelligent than they are. Initially, all they are thinking about is someone who can greatly help them with the workload. But, eventually they may begin to find out that that the #2 person is smarter and more capable. So far so good. But, soon the leader begins to realize that everyone else is realizing it. So, run off #2 and promote someone who is not more capable and smarter - at least in theory that's the answer. But, if the leader is of a low IQ race, what is the answer? Find someone of the same low IQ race to be number 2 - certainly less chance of being out shinned then!!
