You are correct, however there are many factors that can keep him from getting that pension or at least hold it up. Israel allowed him to drop his papers and retire the morning of the press conference. Knowing what happened! With that information an IA should have been opened and as we all know you can't just walk away with an open IA, well you can but you won't be collecting your retirement. Not until the open IA has concluded and pending their findings. So my friend, yes, you were partially correct. Allowing him to retire without an IA investigation was payback for the "information" report he took instead of classifying the crime properly.
