Really???? That was in the works since just after MSD, and was budgeted for both the TMU and the RTCC. And he "expanded it" "to include." Was already there. Just like the parking garage and training "he" "made" happen. Already budgeted. Many things that BSO sorely needed were budgted for and approved by Israel and his misfits BUT ONLY after MSD happened forcing them to actually try to be actual leaders. Too little too late.
