Juvenile arrest records when they become adults

Its my understanding that no matter how many times we arrest juv's, unless they are prosecuted as a adults, they are legally entitled to purchase fire arms when they become adults because their juv records are sealed? No potential problems here that need to be addressed?

How many guns are stolen from Pinellas deputies and used in school shootings?
