Has SOP 4-23 Uniform Standards and Personal Appearance II. FEMALE B. Hairstyle ". . . provided the uniformed hat fist properly." Has Annex D been rescinded or just ignored?

Can we say the hat at top the voluminous afro did not fit properly? Aren't Assistant Directors expected to lead by example?
