Sorry, hate to break it to you, I.A. is untouchable, as long as they follow city hall's and certain staff member's direction. When ever I.A. get's negative press, they will offer up a patrol officer or two, to get the heat off of them. Worst case, they will transfer one of their investigators out of I.A. back to patrol, if they don't play the blame game or find facts that "would" get certain people fired. They let the time expire.
