    Ortiz attacks innocent female and breaks her wrist! Another Steroid rage

    Same person with the same accusations of attacking innocent women. Another female coming forward. The Victim Melissa Lopez was fearful on going forward pending her arrest. Today at 530pm the CIP is Requesting an investigation against Ortiz to be reopen.

    On 12/11/2017 Internal Affairs received a Complaint Form from Sergeant Mario Menegazzo (40820) against Captain Ortiz alleging Abusive Treatment and Improper Procedure. Sergeant Shauntel Kirkland (27457) was assigned to investigate the complaint. On 04/10/2018 the allegations of Abusive Treatment and Improper Procedure were closed as Unsupported.
    The IA Report was received by the CIP on 05/23/2018.
    On 09/18/2018 the Panel voted to accept Staff’s recommendation to close the complaint as No Finding because the Complainant was not available to clarify her complaint.
    On 06/26/2019 Ms. Lopez responded to the CIP. She explained that at the time she was contacted by CIP Staff, she was still dealing with her injuries, and her criminal case was still open making her fearful of retaliation if she pursued the complaint. Now that Ms. Lopez’s criminal case is closed, she is requesting her original complaint be investigated.

    Complaint:
    When Ms. Lopez questioned why her boyfriend was being arrested, Captain Ortiz pushed her, causing her to fall to the ground resulting in a fracture to her left wrist. A Response to Resistance Report was not generated.

    Miami Dade Clerk of Court records show that Ms. Lopez’s boyfriend was charged with Criminal Mischief over $1000 (no actioned), and she was arrested for Obstructing Police (deferred prosecution program) and Resisting Officer WITHOUT Violence (deferred prosecution program). On 08/29/2018 the charges of Obstructing Police and Resisting Officer without Violence were no prossed after Ms. Lopez completed a pretrial intervention program.
    MPD records show that Captain Ortiz was working a Special Event for SoHo Studio's from 11:00 a.m. to 7:00 p.m.
    Ms. Lopez attended Art Basel with her boyfriend at the time, Tony Galan. While at the event, she stopped on a sidewalk to look at her phone for an event they wanted to attend. Ms. Lopez heard a commotion, and when she looked up, she observed Mr. Galan across the street getting arrested. Ms. Lopez asked Mr. Galan what was going on and he was telling her not to worry, when an officer (identified later as Captain Ortiz) walked toward her and pushed her shoulders with his two open hands. Ms. Lopez who was wearing a dress with a fur jacket, and 3-4" heals, fell backward onto the ground. When Ms. Lopez fell to the ground she had instant pain in her wrist and knew something was wrong. Ms. Lopez told Captain Ortiz he knocked her down and asked if he was going to help her up. Captain Ortiz told her to get herself up. When Ms. Lopez stood, Captain Ortiz handcuffed her. Ms. Lopez advised Captain Ortiz of the pain she had in her left hand, but her injury was not addressed.
    Ms. Lopez was later transported by police car to a building where she was put into a patty wagon and transported to jail. After arriving at the jail, Ms. Lopez was medically screened, and the jail refused to accept her because she could not move her left wrist. A young Hispanic male officer, possibly Carlos Gomez, transported Ms. Lopez to JMH. While Ms. Lopez was getting x-rays, an unknown officer came in and asked if she wanted to make a complaint, to which she replied she did. Ms. Lopez was diagnosed with a fractured wrist and her left arm was put in a cast. Another male officer transported her back to the jail after she was released from JMH.
    Ms. Lopez was out of work for 6 weeks while the cast was on and had to change jobs to lessen the strain on her wrist because of the pain caused by her injury.

    Can you find out if she withdrew her complaint and took a plea. The above poster is with the CIP or the cop chasing attorney. She did both.

    She took a plea. Javi keeps getting more powerful. Looks like he isn’t very worried.

    Not all complaints against Javi are from nurse Danny. Javi, is a walking ticking time bomb, waiting to implode and I hate to be the one around him, when he does. There's no middle ground with him, he over reacts, to mainly females. I often wonder why that is. That or unless, it's a half dozen against one.

    I heard she was the niece of Roger Castillo the county officer that was killed serving a warrant in the city. Good job di ck Head. Hopefully your day will come.
