    It is totally perplexing, but the newspaper leaves a trail of sadness, lying (perjury), stealing on-duty, et al. The newspaper reports don't help, but at least they provide a trail of documentation that shows the senior administration inside the SSO is corrupt to the core. It's the line officers who are suffering under a philosophy of "management by corruption."
    Core values have to be strong and uncompromising, such as doing the right thing, even when no one is looking. What makes us the guy that finds a wallet with money in it -- and then returning it to the owner -- while others take the money? Admitting you have a problem is the first step towards fixing it.
