Theoretically your assumption is correct.

Depends who your captain is. Some captains let us be cops. Others have us acting as drones walking in at 8am and leaving at 5pm in our business attire.

Most captains haven't made a decision on their own in years.

You need to be reeducated. Our powers are narrowly and specifically related to beverage and tobacco law violations be it administrative or criminal. We don't care if a local agency does an investigation or not. We have a specific mandated mission. With less than 100 sworn you can't spend much time doing stupid crap. News flash. Every state agency has a limited operating scope either by statute or policy. Instead of waving the disband flag do a little research. It will keep you from looking dumb.

F.S. 20.165 9(a)-(b). Live it. Love it. Learn it!!! (read into this post as "you better get used to it")
Unless your office is doing a lot of AB and TOB surveys and UAP then you are not going to survive. Doing beverage and tobacco work alone beyond those two things is not enough to justify keeping us sworn. Think about it... how often do you see arrests being made beyond those few things? Sure occasionally, but not much. The rest can be handled by non-sworn inspectors.

You really don't need to be sworn to do surveys. You can do what other divisions do. Do the investigation and get a warrant. When underage possession becomes a non criminal infraction you won't need a badge for that either. Civilian Compliance Officers are cheaper and whine less. You have an easy job. For now.
