    This is a battery by the un-wanting touch of the water. The intent was to strike the officer with the water. OR just go with disorderly conduct but do something. I would not ask the SAO any input they don't prosecute now let alone ask them. The probable cause exists make the arrest.

    For you select few that are afraid to make an arrest, the Chief has recently put out a directive ordering the arrest if this occurs again.
