    Something must be up to have that many position vacancies.....

    they are eligibility lists.. which no one but the connected will ever get selected from. In any case they got to do interviews yearly, even if the position is filled, so they are in "compliance" and show they are being "fair" about the interview process in the event an opening occurs.
