It's actually not uncommon. A naked woman stole a Texas officer's vehicle a while back.

I googled "Suspect steals police car" and on page one alone officers cars were stolen in: SC, MD, WV, OK, OH, TX, MI, CO, TN & MO.
All the article's/videos were 2018-19

I'm making excuses for this trooper but do a little research, it happens.

This is the third FHP cruiser to be stolen this year... Called hit the lock button on your way out folks. I’ll make sure I’m not the fourth trooper to get one stolen.

I’ve been a cop for almost 20 years. Never happened to me. Complacency and laziness folks. Lock your doors. No excuse. Especially with keyless entry now....
