There have been lazy bums who tried to avoid working a low level zone by using the heart/lung bill. The agency has a responsibility to fight those losers.

Yes the HCSO will run them bums out. Just like those who have been wounded in the line of duty, or physically damaged due to physical trauma which occurred on duty. The HCSO is not your friend, you are an arn/pid nothing more.
