Major Paul Richard IA IA # 2019-019
Major Paul Richard receives 48 hours off no pay for conduct unbecoming. In his statement the Major admits telling people, "down in front" but belives he was doing so in accordance with sports watching standards. WTF!! Did we not attend this in-service class???? SPORTS WATCHING STANDARDS, really? Is that a class at USF in his masters program? That dude has lost his mind. Couldn't just say, yea a screwed up and take you punishment. Had to deflect and try to put it on others. Bottom line Paul, you were drunk and out of control, again. This time people saw it and you are now accountable for your actions. We'd say take it like a man, but you can't do that.

Alcohol makes people do things that they ordinarily would NOT do. It changes behavior, generally for the worse. It makes people less accountable for their actions. If you want to keep drinking, then that's your business. But if you want to stop drinking, then it's our business.

Are Mr. Tom Knight and Mr. Kurt Hoffman going to allow any media outlets to print an article about this -- or did they say "no" to the media?

If all Paul did was yell "down in front" to the people that were standing up (blocking his view), then it sounds legit. However, what are the extenuating circumstances that caused Mr. Knight and Mr. Hoffman to suspend Paul for two unpaid days? Taking his badge and gun away for two days sends a big message to the voting public. However, the full IA report needs to be posted for a full contextual appreciation and analysis. Conversely, Paul is getting a first-hand taste of how internal and external politics can mess with his personal and professional life. Sometimes politics is given more credence than contextual facts.

It's extremely disheartening and disturbing that with 2 victims and 1 on-duty NPPD sergeant and 11 witnesses -- all stating that Paul Richard was grossly intoxicated in public -- Knight still says that there is no evidence that Paul Richard was drunk.
Wasn't Knight also arrested by VPD for disorderly conduct at a bar after drinking too much alcohol?

Someone needs to teach Knight that witness testimony is considered to be corroborating proof, both in administrative law, as well as in criminal law. Or better yet, Knight needs to be removed from the office of sheriff. Even the little children at the baseball game recognized that Paul was drunk and disorderly. Out of the mouth of babes...
