    I may be crazy here but since they were going in OPPOSITE directions, it would appear to me that the driver that made a U-Turn should have just continue on his way. If he was trying to obtain a tag and report the driver as DUI then all he needed to do was make that U-Turn, get in behind (Not next to), observe the tag and call 9-1-1. If the car that he was floowing pulls over, just drive on by.

    Or maybe he just should've realized that it was going to be a waste of time since the suspect vehicle would have taken a x8 long before a unit even arrived the area.

    It really does not pay to get involved when you're off-duty. And it's even worse for a civilian to get involved with things. Just look the other way and keep driving. And now with the texting law getting ready to change, will it be legal for civilians to use a cellphone while driving? If not, then they won't be able to dial the non-emergency number to report possible drunk drivers, to follow them while giving directions to the PSC operator, advising her on which direction the sig 1 or sig 12 is traveling.
