TPD Promotions Reality?

Ok guys please no retarded trolls. The new TPD SOP was released this March and can be found on Tampa.gov. Anyway I was looking through it and found these requirements for promotion and was wondering if an officer meets all requirements are they very likely to get the promotion? Or is all a favorites or Afrimative Action game?

These are the requirements listed.
To be eligible for a Corporal/Detective position, an individual must:
a. Successfully complete the probationary period in the current rank
held.
b. Receive a rating of satisfactory or higher on the most recent
performance evaluation.
c. Attain a minimum educational level equivalent to one year of
college credit (30 semester hours or 45-quarter hours).
d. Pass the written portion of the most recent required promotional
exam.


To be eligible for a Sergeant's position, an individual must:
a. Have a minimum of four years experience with the Tampa Police
Department in the capacity of a sworn officer;
b. Have received a rating of satisfactory or higher on the most recent
performance evaluation;
c. Have a minimum educational level equivalent to an Associate
Degree (60 semester hours or 90 quarter hours); and

d. Achieve a qualifying score on the most recent required
promotional examination.

Its all the same as any other department. If your white, meet the requirements, and have no discipline issues you'll eventually move up. If your a protected group you'll move up first, I've seen it time and time again in my squad and others. Same old, same old. Ignore shit for brains above, probably just upset that he didn't get picked last time for SGT or CRP or whatever. That said probably shouldn't engage people on LA anyway, its always a pointless pissing match.

Yeah sorry by posting the requirements I was just trying to ask about them specifically. Didn't mean to imply a change. Also just figured Id mention the new sop was out incase anyone didn't notice.
