The detail scam has been going on since the beginning of time. There is no one to audit the system to see those who put in for details but never work them and give them to their buddy or the network of giving them away in open agency. Example: Oldsmar days, Friday and Sunday were in the SBA but Saturday details were mysteriously in open agency, or were they? same with upcoming May 5th details, an all day detail in Dunedin but the only ones in SBA are the afternoon 1600. The CYA needs an update, you can literally be logged in more than once at the same time looking at two different devices. The information sheet says marked patrol car required but then look just above and it says, "Vehicle required" NO. There is no perfect system.
