Gary Palmer was appointed Colonel approximately 6 years ago and has never bothered to learn even the most basic aspects of BSO jail operations both administrative and operationally. Anyone who has been paying attention knows that LTC Keith Neely ran the jails up until his retirement and then LTC James Reyes ran the jails after that. Gary Palmer is a colonel in title only. He has been stealing a paycheck for 6 years and he and his wife have been traveling around the world using BSO as a travel agency that not only books his trips but picks up the tab for 0his travel, hotel accommodations and meals. He does this by attending every in state and out of state seminar. When he's in town and bothers to show up for work his job description is as follows. Attends shift and retirement parties. Attends political and special events and sometimes even brings his band made up of DOD employees to perform. Simply put Gary Palmer is lucky he can find his way to his office when he decides to show up.
