They were horrible places because there was no technology to weed out the predators who sought jobs in these places. With the technology that is available today, institutions for chronically mentally ill are viable. The point is that we need to stop ignoring the fact that the main issue is MENTAL health. Mentally healthy people don't pick up a weapon and kill kids. It's not the bullied kid who does this; it's the kid whose ignored and losing a grip on reality. The sanity/insanity determination by a court is an off base measurement of guilt or innocence.
