    this does not apply for a felony. Those are the cases that are in question. It's the "discretionary" determination that will be in microscopic focus.

    What felony? Unless you're referring to Brett Israel's.
    There were no felonies for 18-1958.

    Runcie needs to have a few of those golden tickets filled out with all the "misdemeanors" 18-1958 committed as a 17 year old (or under).

    Or is that why your "discretionary" is in quotation marks.

    The "cork" case is one case. There are MANY F cases that look just like that one with various perps all over the county. Those cases disappeared into the wind as well. The schools are loaded with violent offenders. THAT's gonna be exposed.

    Well we were told to use CC with discretion until we were told that that discretion was now MANDATORY days after enacting the PROMISE program in Nov. of 2013. Good thing there's a transcript of Israel telling the kiddos that he tied his own deputies' hands behind our backs, basically encouraging the little criminals to freely break the law without fear of repercussions.
