Has anyone heard any rumors or news that the state is broke and will stop paying employees by July?

New York is broke...
Florida is rich and is flush with money because Florida is a "destination." However, you are correct that New York is pretty much broke.
Factoid: The federal government had to "bail out" New York City in 1973 because they didn't have enough money to operate. To this very day, NYC officers are the lowest paid in their region for that very fact. Due to New York's spendthrift ways, they may need another bailout from the federal government in 2020 or 2021.

Heard they are looking to revise the signed budget for next year to take out the raises for state employees and teachers. That wouldn't surprise me at all. The budget after that will be ugly!

In a time when the feds are giving money to infuse the economy, if Florida takes the raises away, then they will just push the knife even deeper into the state workers' gut. People are getting paid to stay home and we are out here everyday 24/7 getting exposed. I think it would be a big mistake, Florida has $, we are not Mississippi. Even they are giving their first responders extra $ during the pandemic.
All we are is a 5 gallon sanitizer for refill. Still waiting for a good mask and lysol.
