What we need is an outsider with police management experience from another agency to come in and clean house and start over again. The nepotism is killing the agency. Everyone promotion is someone that is related or connected to the third floor. New blood and new ideas.

It will take an outsider for heads to roll and clean up this agency. Nobody who currently works here will do it. If Gualtieri appoints a successor it will be more of the same. The nepotism, favoritism and whatever else gets undeserving people promoted will continue unabated. What Gualtieri doesn't get is that no person is bigger than the agency but acts as if he is.

Absolutely it would be different. The outsider would have zero ties to anyone in the command staff. The outside would get rid of the dead wood on the third floor, no more double dipping, which would also end the nepotism at the agency. You would see major changes to the agency which would greatly improve morale.

Don't be too sure about an outsider. They bring with them their own preconceived notions and along with that, their own command staff. Things could be better, or maybe not.
