    Regional Communications Review Request

    Sheriff Hired High School Graduate to Run 32 Million Dollars 911 Communications
    When former Sheriff Israel went looking for or rather when the FOPE wanted to shop for a new position in Sheriff Scott Israel's Administration they did not look for someone on the outside with professional qualifications nor within the agency. No, LZ former FOPE Business Representative and Communications Duty Officer went calling in on her Union Campaign Payback days. Of course they (FOPE) were the ones that did the mini picket against Lamberti.
    So with No Formal College Education and Training, with high heels on, a empty briefcase with a blank resume' she winked her way into running a 30+ Million Dollars Operation. LZ with No Formal Education, No Formal Training, No Formal Management Skill, No Formal Historical Knowledge of Complex Budget and Analytical Skills has been playing Barbie Doll and running this Division into the ground. Now what do they have a Division Ripe with incompetence, financial mismanagement, poor leadership, poor morale, no clear direction, and a leader that lacks the educational fortitude to lead her entire Division and Team.
    Much cronyism and personal favoritism plagued this department since it went civilian. During this transition period please review why so many transferred out, retired or quit. The CAD System and Radio System bluder under her watch also contributed to the MSD and airport castrophe.
    A complete review and audit on expenditures is truly warranted. Why does the system fail so often. Same as Kinsey, Dale, Polan, Wagner and Adderley do what is right for the agency. Better yet review her resume. Clean the 4th floor girls and friends club in those Communications Specialty Units. Most cant do the job but are reviewing and critiquing 911 calls.
    Bring in someone with knowledge and expertise to run this department it's much needed. Maybe the current staff can Excel and maintain tenure and gain true leadership. In both 2017 and 2018 historical failures happened on her watch.

    Although the person who wrote the post above is somewhat knowledgeable in what they wrote, they are incorrect about three things. Number one, the radio system Hardware was long past its life spans over 10 years ago. The County Commissioners are responsible for replacing this equipment because they control the purse string. The Sheriff whoever it maybe has no control over this because he does not have his own money. Number two, Lisa Z, went in on her own and convinced Sheriff Israel to give her that job. The FOPE leadership had nothing to do with convincing Israel to make that decision. Scott P and Griff also went in on their own and negotiated a position with Israel and resigned as Union Representatives. During the fight with Sheriff Lamberti, Lisa Z became terrified and was looking for a way out of the Union and saw an opportunity when Sheriff Israel got elected the second time around. Trust me when I tell you she was very little help at the contract table or with the day to day Communications operation regarding Union matters. She quickly forgot what she came from when she took that promotion. Number three, the FOPE picket against Sheriff Lamberti was far from a mini picket. There are over well 300 people in the morning and then another 300 people at the second Pickett in the afternoon. Trust me when I tell you Al Lamberti and his administration did not think it was a mini picket. Remember one thing Al Lamberti started that fight and didn't want to fix it until it was too late!

    First and foremost of an overhaul in communications is to get rid of Motorola....PERIOD!!!

    Okay first things first. LZ somehow got hired to run the largest civilian job at Bso. AM was to be second in command and that’s a great thing because without her this place would have imploded. Then she gave her friend the the job title of head trainer. And that’s where shiznit started to go wrong. The new trainees since then have been mediocre at best. Ask most of them how to read a map book or to properly enter a call.
    So then then she decides to have auditors. Okay, kind of different but why not. BUTTTT she hires more friends who were not qualified and then she allowed them to bring in more friends who were unqualified. See the pattern people?
    They need to clear out the fourth floor and bring all the comm center back to just ONE building at the psb. Three different sites is the dumbest thing ever.

    I feel bad for the dispatchers. They are waaayyyyy overworked and no high risk retirement. Unacceptable

    Give them high risk pay

    The dispatchers do deserve high risk, especially if they have mandatory overtime and higher work stress dealing with volume of calls they handle.

    First, communications needs a review to determine the proper staffing levels
    Growth in population and law enforcement personnel from BSO and the dispatched cities have increased dramatically in recent years.
    Historically the upper level of BSO admin wanted little to do with Communications. Cops want to be cops and the technical and personnel issues in communications cause them to distance themselves from comm operations.
    A new Colonel has been put over communications and several other commands. But hands on day to day planning and supervision is not likely to occur at her level. In the past visits to the comm center or technical meetings from that level of command were non existent.
    A law enforcement commander should oversee day to day operations. A law enforcement Sgt. Should serve as the divisions executive officer. A radio engineer should be part of BSO’s staff and attend all planning meetings with the county and Motorola to insure the best quality of equipment and service is provided. Motorola historically has operated more on a for profit goal than service oriented goals. The County is big on funding but is basically clueless
    In how day to day operations are conducted. Any DLE person that was placed in the position would have to be in it for the long haul. Changes in command cause a loss of whatever technical insight has been gained. This isn’t like moving a district commander from one district to another where the basic issues are the same. A DLE commander can better address DLE operational issues than a civilian.
    Several years ago Motorola swapped out transmitters that failed acceptance testing because BSO had an engineer on staff.
    Comm Operator hiring and training needs to be a top priority for DLE command and HR. The exorbitant overtime reduces the sharpness of the operators, increases burnout and turnover and locks the operation into a negative spiral that is hard to break.
    Communications is the first point of contact for the public to request police or fire/rescue devices. Millions of calls and countless dispatches are done every year. It is the agency’s greatest risk for a single point of failure.
    In the past Motorola installed a device called Smart Zone. It gave agencies that were not on the county system to use the BSO radio network to stay in contact with their home agencies. In events such as the Ft Lauderdale Airport shooting or MSD did that contribute to the radio failures by causing additional traffic on the system????
    Radio communications systems have evolved from relatively simple analog equipment to highly complex digital trunked equipment that laymen have serious trouble following. If a DLE person is put in charge he or she needs to be prepared to learn the basics of how things operate and hopefully supported by a real technical person to intelligently guide the operation so the balance of technology and end user needs are met.
    As cited in both the Airport and MSD reports Communications should be a TOP priority of this new administration.

    This will never happen and I will tell you why. Someone within the county commission has their hands in the Motorola pocket. If you remember many years ago, DLE tried to get rid of them. They had to settle on a CAD system from one company and a report writer from another because the county commission forced them to and to pay Motorola millions of dollars for a $hit product. The county will refuse to listen to reason. They don't care!!! It's all about politics and money.

    MOTOROLA is the contracted vendor to replace the current system. End of story in that regard.

    Some of those people truly earned their spots in those units. Just because you didn't try or you're a lazy sack of shit, that's not their problem. While not everyone who is in one of those units, should remain in one, but that's the fault of the supervisors... who allow them to be slackers. Just because people like KL, ER, RM, and the rest of the rude FL crew are miserable, nasty, and don't like being held accountable, that's too bad. GFY. Admin isnt to blame for the CAD or Radio system failures. Stick to what you know and keep being miserable witches.

    Damn yo, that grudge your carrying is huge. Have u stepped up to Lisa and told her this to her face? She take the man you wanted or somethin?
