    One thing is for sure we can't allow civilians to head departments and not be overseen by law enforcement. For too long we allow them to wear shirts with the sheriff star, they feel they're important and better than everybody else. Just For starters let's get a Lieutenant down at fleet services we don't need civilians telling us what we need for our vehicles. PIO should be all but dissolved and that can be handled by two Sergeants. Dispatch should be headed by at least a Lieutenant or Captain get rid of these phony directors.
