Like staff does or did? Staff members are appointed, so they have to try and do more then anyone else. Most of the staff are wasted ranks, given the position based upon, their azz kissing. All staff has to show for it's self is that they are a team player and will write up people to save and look good to city hall or to the ones that appointed them.

Well, when this starts happening. SOON, many new appointment and chief. Generally this starts around 9 months before they, say they are starting the selection process for a new chief. If you rule by fear, your opening the door to a lot of mistake and career ending moves.
