    The settlement agreement that lugo signed off of illegal

    Lady and gentlemen the settlement that Lugo signed on our behalf of the members was improper and was not authorized by the executive board.

    He signed the perc order without authorization from the executive board or its members to spread the money to all of the rookies to buy votes for his election. And you want this guy to continue run our union.
