    Director is pissed because stats are too low, and it's just easier to change the people at the top. JP doesn't realize that he is the cause of all this. Officers are afraid to do their jobs because they know he will not back them when crap hits the fact. He has already proven in a recent case that he will make biased statements to the media criticizing the officer before the investigation is even complete!
