We need leadership at both the dept and PBA. The lieut was demoted without due process cause hes on probation and has no godfather/mother here.
This is the dancing directors wAy to protect himself over a bad shooting. He covers his ass not the cops or the depts just his own.
Why not investigate first interview the lieut and alk parties.

Take the demotion & let this play out.
In the long run you’ll get your retro-pay and your rank back plus, a choice assignment after you sue the department.
The only language the department understand is that of a lawsuit.

Unless there is more than what has so far been posted here; which is not much, what action(s) did Lt. Angelo fail to take? Generally, upon arrival at the scene of an officer involved shooting and we are guessing that is the case here, by the implication it was a "bad shooting," the Lieutenant's role is to assess what the Sergeant at the scene has done and should the Sergeant be a weak shooting scene supervisor, assume command. Whether the shooting is a questionable one, "bad" in other words or evidently legally sound, what does the Lieutenant's role at the scene entails. Well, this is how we were taught:
Make sure an officer is designated to document all arriving units. Secure the shooting officer's firearm and gun belt; place both in the Lt's Vehicle Trunk for evidentiary safekeeping. Relinquish both upon FDLE's request. Make sure proper chain of evidence is documented. DO NOT ASK THE OFFICER ANY QUESTIONS, as in all use of deadly force cases, "Garrity" governs. Garrity v. New Jersey, 385 U.S. 493, open and read bellow link:
Confirm with Communications Shift Commander whether the shooting officer's attorney was notified, as well as the Staff Duty Officer, CSI, IA and all other Departmental staff and others, non-departmental that may be on the notification list. i.e., FDLE, SAO, Deputy Mayor, etc..
Isolate the shooting officer in the Lieutenant's vehicle back seat; DO NOT ask him/her any questions, as such are FDLE and responding Assistant State Attorney's roles. Of course, should the shooting officer's attorney's permit it. Doubt it though, as generally the officer's attorney will later or not proffer a statement, when it is in the best legal interest of his/her client!
Make sure the sergeant and his/her squad members have secured the scene, evidence and separated witnesses. Ascertain whether any of the witnesses made a spontaneous declaration(s), ensure the officer who heard it documents such utterance(s) in a supplementary report. Otherwise do not interview, that's FDLE's role. Make sure the immediate crime scene is properly secured; that a second police barrier is erected and an area for Media Relations officers to interact with and when appropriate, inform the media what can be released is secured.
Generally the on scene Lieutenant DOES NOT make statements to the media. He or she allows Media Relations officers to manage that process, in concert with FDLE, SAO. Of course the director may override this step; that is his command prerogative.
Apologies if we missed a step or two, it has been a while! Still, based on the aforementioned; if known, what did Lt. Angelo fail to do?

He was the supervisor on scene of the shooting of a BLACK TEENAGER and the DANCING QUEEN'S crooked rat teeth are clacking at the thought of public opinion after body cam video is eventually released.
The Dancing Queen has his not so hidden agenda and shooting a black guy is the worst thing you can do in his underdeveloped brain. He doesn't give a fuk about his officers unless one gets shot and then he exploits that to go in front of cameras and put on a phony act.
