Looks bad for the agency. A max custody inmate with an opportunity to end up on top? Not good. Also, the slipper shuffling issue comes across as a deputy antagonizing an inmate; which is why that part of the tape won't be shown. Inmates on heavy meds shuffle the slippers; so do the nurses who drag butt down the hallways. If it bothers you, consider another career other than a jail or hospital.
