I think the takeaway from all this is that Bondi knows Swearingen is incompetent as the leader of State Law Enforcement. She's no dummy and that letter was very revealing as to exactly how she feels.

Pam has never cared for Swearingen and how he was appointed. No love list throwing him in the wind. She’s pretty sure he’ll be up in his cabin in NC making s’mores come the first of the year and totally forgotten about.

She was elected by the citizens of the State, not appointed by a buddy. Has worked and prosecuted criminal cases at the highest level by HER OWN LEADERSHIP and not on a task force. And that's just for starters.
