Colina was never a leader in patrol or anywhere else

Colina hid in SIS his whole career, never did anything while in Patrol (never distinguished himself) and as a NET Commander was given the easiest NET area in the City Coconut grove with the lowest crime- He has never proposed or accomplished anything on his own and as we all know the moment staff members, who all all political appointments, get into to power they simply take credit for their subordinates efforts, accomplishments and creativity and then brag about how great they are.

Ask him how much compliance he is getting with the $ 1,000,000 body camera program - also ask him where was the disciplinary action for Javier Ortiz - If you remember Ortiz listed himself as a BLACK Male when he registered for the Lt.'s exam, Ortiz has also cost the City probably close to a million dollars in Civil Law suits

    1. this job is no cake walk - many don't even want it
    2. he stepped up to the plate - so let him lead

respect for the courage to take the job would be appreciated
slow and steady always wins the race
and damage control...well now, isn't that what the job title should really be

If your going to try and do damage control. Then you MUST level the field and do all. Not be selective, on who gets what. Your right being a chief, especially here is no cake walk. City hall owns you! Do you think Colina will risk his big azz payday and retirement, for anyone in patrol? He!! no.. Here's my take on all this. Your in a command position and you see and know that another has lied, filed wrongful arrest again many. Is unstable and you choose to do nothing. Then your just as guilty and should be held MORE accountable then the one your coving up for. Feds love to charge cops with many things. My personal favorite is : Violation of your color of authority. This one here could put down a whole chain of command. If Ortiz is ever nailed by the Feds, he's got several on staff he can pull down to. Why do you think he gets away with so much?? They are afraid of him and knows what he can do.

Standards of Conduct have to be raised---question is how to draw a line in the sand and reboot from prior leadership allowing the bar too low? All of a sudden new chief wants higher standards...this is a good thing, but when he tries to lift...people say...hey, years ago so and so got off bla bla.
Bottom line is that if you want the results everyone needs to support the chief when he tries to raise the bar.

Conduct was spelled out and agreed to when you signed to be an officer of the law ----if someone is getting away with lower conduct, then its up to the force to raise this with the ranks. Anonomously (here) or with a note, etc.
You are right---its not fair to other blue who take the conduct oath seriously and want the higher bar.
I'm not saying everyone is perfect, no room for human mistake, but if you break conduct you have to own it and face the repremand----citizens deserve that, no?

Here is the LEO Ethical Code of Conduct Guide for your re-read: (how are you measuring up tightly?)
