This is a brief summary of proposed changes. Please refer to the tentatively agreed proposal documents and settlement, respectively, for full details.
Contract - October 1, 2016- September 30, 2019:

Article 1-Recognition:
• 1.1- Updated position title from Executive Assistant to Executive Officer. Article 3-Union Business:
• 3.4- Union Time Pool hours used by the President and his designee will not be charged against Time Pool bank.
Article 10-Vacancies-Promotions:
• 10.11 d- Revised date for Labor/Management panel. Article 13-Safety Committee
• 13.1- Updated position title to Fire Department Safety Officer. Article 15-Grievances
• 15.5- Step 1 and Step 2 grievance notifications increased from 7 to 10 days.
• 15.7- Elimination of antiquated procedural arbitration rules.

Article 17-Group Insurance:
• 17.1- Creation of Health Insurance Trust Fund (Effective 1/1/19).
• 17.2- Increase from $5.26 to $8.08 per pay period/per member for life insurance and ADD coverage.
• 17.5- City shall contribute $18,007,415 (cost from 2017) towards Health Insurance Trust.
Article 18-Wages:
• 18.1- 5% will be applied to increase the steps, anniversaries, longevities across all ranks (Effective 10/1/17).
• 18.10- EMTs shall be paid 2% of base pay (Effective 10/1/16) and increased to 4% of base pay (Effective 10/1/17).
• 18.10- Paramedics shall be paid $6,000/year or 14% of base pay, whichever is higher (Effective 10/1/16).
• 18.12 a- Certification Pay shall be $2,500/year or 5% of annual base pay, whichever is higher (Effective 10/1/16).
• 18.12 b- Driver Engineers shall receive $2,500/year or 2.5% of annual base pay, whichever is higher (Effective 10/1/16).
• 18.12 c- New Construction Inspectors and Battalion Commanders shall receive a 10% annual pay supplement (Effective 10/1/16).
• 18.16- Educational Incentive Pay (Effective 10/1/18):
• Associates Degree- $1,200/year
• Bachelor’s Degree- $2,400/year
• Master’s Degree- $3,600/year
• Juris Doctor, Ph.D. Ed. D, M.D.- $4,800/year Article 28-Physical Examinations:
• Annual physicals for all members. Article 36-Shift Strength:
• Minimum Staffing will be 161 uniformed personnel on duty per shift. This includes one (1) Air Truck Driver, Car 94/95 and FCIO.
Article 43-Pension:
• Effective upon ratification, all members who were vested as of 9/26/10 shall have the pension benefits that existed on 9/26/2010 and are eligible to participate in the Backdrop.

Article 48-Termination and Modification:
• Language adjusted to remove Financial Urgency clause 48.6 and 48.7 as a result of lawsuit settlement. Contract - October 1, 2019- September 30, 2022:
• During the first year of this contract period, all contract articles will remain unchanged. In the second and third contract year, each party will have the ability to re-open 2 articles. 587 will re-open the wages article for salary increases.
• Those benefits restored in Article 18- Wages from the 2016-2019 contract will not be reduced. Article 43- Pension will not be re-opened.
Article 43-Pension:
• Effective September 30, 2021, bargaining unit members who were not vested into their benefit on or before September 26, 2010, shall have the pension benefits in accordance with the provisions of the FIPO in effect on September 26, 2010, with a cap on benefits of one hundred and twenty thousand dollars ($120,000.00).
• Those bargaining unit members will remain eligible for the Backdrop Option set forth in section 43.4, below.
FU Settlement Agreement:
• Implementation of a successor contract that effectively begins 10/1/2019 and ends 9/30/2022.
• Any retiree who had their pension adjusted due to actions taken by FIPO and later affected by the 3rd
DCA’s decision will be grandfathered in allowing them to keep the adjusted pension benefits going
forward.
• Wage settlement, referred to as damages, in the amount of $20,500,000.00 to be paid to the affected
bargaining unit members (current or former) that were employed by the City any month during the period of 9/28/2010 through 9/30/2016. Breakdown of payment timeframes are denoted below:
− $5,400,000.00 after ratification of this agreement by the City, within sixty (60) days of the City’s receipt from the IAFF of the certified list of affected bargaining unit members entitled to payment with the specific amounts of each affected bargaining unit member’s apportionment, as further explained below, and $100,000 to reimburse Local 587 for settlement costs
− $2,500,000.00 effective 10/1/18
− $2,500,000.00 effective 10/1/20
− $2,500,000.00 effective 10/1/21
− $2,500,000.00 effective 10/1/22
− $2,500,000.00 effective 10/1/23
− $2,500,000.00 effective 10/1/24

Salary Restoration Payments:
• All active or retired members who were in the bargaining unit at any time during the last year of the contract that was broken (between Sept 30 2010 and Sept 30 2011) will receive the first damages payment of 5.4million split pro rata based on their regular salary earnings during that period. Local 587 is preparing and will provide to the City a detailed accounting of the amounts to be received by each member. The City will have 60 days from when they receive the amounts to prepare checks to distribute to the affected members.
• All active or retired members who were in the bargaining unit at any time between October 1, 2011 and Sept 30 2016 will split pro rata their share of 15 million dollars in damages paid out over 6 payments from October 2018 through October 2024. The pro rata payments will be paid in 2.5 million dollar installments each. Local 587 is preparing and will provide to the City a detailed accounting of the amounts to be received by each member. The City will have 60 days from when they receive the amounts to prepare checks to distribute to the affected members. This City will execute the first of these 6 payments together with the initial 5.4 million dollar distribution. The subsequent 5 payments will follow the schedule provided in the Local 587 settlement summary.
• The remaining restoration of salary will occur through the retroactive salary payments occurring as part of the 2016-2019 collective bargaining agreement.
