    Dear Brothers & Sisters,
We have reached a tentative agreement on our union contract. Below is a summary of the agreement:
Normal Step Progression continues, plus you will receive a 2% across the board increase on the first full pay periods of October 1, 2018/April 1, 2019/October 1, 2020/April 1, 2021, which compounds to a 9% pay increase on top of normal step progression which is 5% your first seven years, and 2% on odd years thereafter. Please refer to Appendix A in the contract.
Retirement contributions will stay status quo; meaning what you contribute now stays the same.
An MOU has been agreed to that all twelve holidays will be paid at the special events overtime rate for third party vendors.
If you get PTSD and claim a disability, instead of being put out 2/3, if the City has a job for you there will be no decrease in your current pay and benefits and you’ll just do that job.
There is a relieved of duty clause that if you are R.O.D., the Chief may request for it to be without pay, but only after a hearing made up of three people: 1) the Chief or his designee 2) the FOP President or his designee 3) a person from our bargaining unit that the Chief and Union President agree on.
Retirement: Those not vested by 9/26/10 have a maximum $120,000 cap. Those vested as of 9/26/10 have no cap. Vested members as of 12/31/12 are eligible to take either the Forward drop or backdrop. All other members are entitled to the backdrop, but may elect it at anytime once they hit their points. Rule of 64 is in place for all bargaining unit members.
Tuition Reimbursement: It has been increased from $2,000 to $4,000.
Substance Abuse: There is language that encourages rehabilitation in the event you have a substance abuse problem.
Health Insurance: The agreement is the same. We have not increased in eight years! The national average is a 10% increase, meaning your healthcare premium should be up 80%! #GOFOP

Normal Step & Longevity Progression On (all bargaining unit members)
Crime Prevention $2700/year (all bargaining unit members)

We are in mediation with the City of Miami in regards to our damages that are being dealt via the Public Employee Relations Commission. Robert Klausner and Gene Gibbons were present at today’s negotiations. This contract does not interfere in these negotiations and we will have more information in the very near future. We would not do anything to interfere with mediation. Every step of this contract negotiation was with the expert legal advice from our attorneys.
    Thank you,
    Edward Lugo, President
    Robert Destephan, Vice President

Notice of Contract Ratification Meetings For Ratification Election

The Miami Fraternal Order of Police Lodge # 20 has tentatively agreed to a new Collective Bargaining Agreement (CBA) that would start on October 1, 2018 and expire on September 30, 2021. A copy of the tentative agreement is available for review at the FOP hall located at 710 SW 12 Ave, Miami Florida between the hours of 7:30 AM until 4:00 PM daily, Monday through Friday. Copies of the tentative agreement will also be available at each of the polling locations during the vote and we have attached a copy with this e-Mail. We will be attending roll calls throughout the week to explain the changes and answer any questions you may have.
Absentee ballots will be available for those bargaining unit members (regardless of membership in the FOP) who are on military leave, or jury duty, or whose absences arise from the performance of their duties within the normal scope of their employment. These are the only reasons in which you will be permitted to vote via an absentee ballot. You cannot vote with an absentee ballot, if, for example, you will be on vacation during the date the election will be held. You will be required to execute a certification that one of the above limited circumstances applies to you in order to obtain an absentee ballot. Absentee ballots will be available from our union president, Edward Lugo on September 12th ,13th ,14th and 17th. You can request it by emailing edlugo@bellsouth.net. The last day for submitting any absentee ballots will be Monday September 17th, at 4:00 pm. The absentee ballots will be counted at a public meeting at the FOP hall on September 18, 2018, 710 SW 12 Ave, Miami Florida, after the close of the regular polls. The meeting for the tally of the absentee ballots is open to all members of the bargaining unit regardless of membership in the FOP.
The contract ratification meetings, where you will cast your ballots to vote on whether or not to ratify the contract, will take place on Tuesday September 18, 2018 between the hours of 6:00 AM and 4:00 PM at all four police stations: North District Station, 1000 NW 62ST, Miami Fl.; Central Station, 400 NW 2 Ave, Miami Fl.; South District, 2200 W. Flagler St., Miami Fl.; and the Grapeland Heights Station (SOS), 1701 NW 30 Ave., Miami Fl.. All bargaining unit members should vote at the station to which they are assigned; however, they are permitted to vote at any of the other polling locations. The ballot count will commence following the close of the polls at 710 Southwest 12th Avenue. These counts will be open for anyone that wishes to attend and watch the count.
If you have any question about the above, please contact the FOP at (305) 854-5019.
The majority of all those voting will prevail.
