Why would anyone donate that kind of money without reasonable expectations of favors due?
That is a pile of money to support a county Sheriff that makes $154,000 plus per year.
How can Carmine repay that debt?
Pure political patronage and looking the other way.
It also is paid by keeping the great unwashed deputies in check. After the election there is no need to give raises. Once he is elected it is back to the Mike Scott plan. Move my lips to appease the stupid deputies but bow down to the BOCC and any other political heavyweights that can feather my nest to retirement like Mike Scott.

Because the Command Staff did a tremendous job in keeping the deputies fighting among themselves defeating a union and supporting King Pin Scott. Scott gave them money for keeping the deputies, and their families poor, while rewarding Command Staff for being the soul selling thugs they are.
