OFFICERS = LOW MAN; but WHY????

I overheard an officer venting to her supervisor about having to continually go back-and-forth with COPS accounting about an issue. She was frustrated and said that she didn't understand why they keep sending it back and that she is not an accountant, so why even be dealing with it!
The supervisor couldn't figure out the issue; but he told the officer "That's just how it is when you are low man".

So somehow the Officer is "low man"?

I mean without the Probation Officers dealing with these offenders; there would be no Probation. Also, there would be no need for a COPS accounting (just shit can all those jobs); throw in ICOTS, FCOR, PTI/Drug Court goes to pot, then Alere and Attenti stock plummets. Last but not least, no need for Probation supervisors.

Whoa, a whole lot of revenue the State could save if they just cut out their lowly Officers.
