    MPO is the COMPLETION of 10 years.... so, day 1 of your 11th year.

    By the pay scale being In steps, If you came here at a step 3, would you not reach mpo 8 yrs later?

    No. Your pay scale will freeze (besides any COLAs you may get depending on contracts) until you have completed 10 years of continuous service.
