SUBJECT: Review of Florida DAVID Search on Andrew Sheets
On October 5, 2016, the Sheriffs Office received a public records request for the GPS location of
Intelligence Analyst Susan Edwards stemming from a Florida Driver and Vehicle Information Database
(DAVID) search on Mr. Andrew Bryant Sheets which took place on September 2, 2015. When this
request came in, Ms. Edwards and I spoke as to whether a documented request was made of her to search
Mr. Sheets' information in DAVID. Ms. Edwards began to review her email to see whether a request was
sent via that medium on or around September 2, 2015. In reviewing her email, she could not find any
emails, for this request or otherwise, for the aforementioned time period. Because she could not find any
emails reference this possible request, on October 11,2016, she contacted the IT Department requesting
they look into their archives for all emails. As of this morning, the IT Department informed me that the
query used to locate emails failed and could not find any emails. I requested they attempt again to ensure
all documented means have been exhausted.
As part of herjob functions, Ms. Edwards receives tip information and requests where she researches and
vets names, addresses, and any other information related to possible or potential criminal activity. One of
the tools she uses to vet information is the DAVID system along with information contained within the
agency's records management system (RMS). I reviewed the RMS's electronic logs from August 31,
2015 to September 4, 2015 to see what Ms. Edwards was working on during this timeframe, specifically
on or aroundSeptember2, 2015 at 9:00AMand 9:10 AM, the timestamps noted in Mr. Sheets' email.
On August 31, 2015, Ms. Edwards entered and researched tips, cases, and information on several subjects
and addresses given criminal activitythat took place around this time.
On September 1, 2015, Ms. Edwards continued to enter and research tips and cases for most of the day.
Her activity then went to a subject search where, given the chronology, she was researching white males
between the ages of 18 and 55.
On September 2, 2015, Ms. Edwards researched a case involving a juvenile female, the address associated
with the case, then a subject who is associated with address. The last timeframe where the subject record
was accessed was 8:15 AM.
The next record accessed was Mr. Sheet's subject record at 9:30 AM, 20 minutes after the last DAVID
access. Ms. Edwards then accessed a Public Records Request case, an address record, then accessed a
subject related to the address. The last time stamp was at 9:32 AM. Theentire RMS search related to Mr.
Sheets was approximately two minutes and 45 seconds.
The next record accessed after 9:32 AM is at 10:21 AM where Ms. Edwards continued to research the
subject search where she left off the day before. The record search parameters were consistent with what
she was researching on September 1, 2015, white males between the ages of 18 and 55. The last
timestamp under this activity utilizing the aforementioned search parameters was at 10:42 AM where Ms.
Edwards then began entered and researched tips, cases, and information on several subjects and addresses
given criminal activity that took place around this time.
On September 3 and 4, 2015, Ms. Edwards entered and researched tips, cases, and information on several
subjects and addresses given criminal activity that took place around this time.
Ms. Edwards or any member of the Intelligence Unit can and has received requests for information from
sworn law enforcement personnel via email, phone call, or in person to research any person, address, or
vehicle under the umbrella of active criminal intelligence or investigations. Ms. Edwards understands the
implications of use and potential misuse of the DAVID system having reviewed and signed off on
General Order 6.09, DAVID, on May 11, 2016. With over 30 years of law enforcement experience,
having retired as a sergeant, Ms. Edwards is fully aware of the rules concerning the proper use of the
DAVID system.
Given her search history and the brief time Ms. Edwards accessed Mr. Sheets' RMS records, this leads
me to believe she accessed his DAVID in accordance with G.O. 6.09 in the course of her duties and
responsibilities as Intelligence Analyst.
