    Sheriff’s sergeant fired after long investigation

    A Charlotte County Sheriff’s sergeant who has been under investigation by state authorities since last year has been fired.

    Sgt. James White was placed on administrative leave with pay in October while under investigation by the Florida Department of Law Enforcement.

    Neither the Charlotte County Sheriff’s Office nor the FDLE have said why White was being investigated.

    Sheriff Bill Prummell issued a “notice of intent to withdraw appointment” to White on June 18. This notice was given regarding a violation of the department’s policies, specifically the policy to not violate the law.

    “Members of the Office will adhere to all Federal, State, Local Laws and ordinances,” Prummell cited on his notice.

    White’s employment was withdrawn, effective immediately. He signed off on his termination notice June 29.

    Though authorities have been quiet about the circumstances surrounding White, radio host Ken Lovejoy recently said on his Charlotte County Speaks radio show that White was under investigation for steroids. Lovejoy said his information came from current and former law enforcement officers, but none were willing to speak on record with the Sun.

    “When requesting info from CCSO, I ask for the status of Sgt. James White’s steroid investigation,”

    Lovejoy said in an email correspondence in May. “They would only say he was still on paid admin leave and that the investigation was turned over to FDLE.

    They didn’t deny that it was for steroids.”

    As of May, White had been paid $29,754 while on leave. A Sheriff’s spokesperson on Monday could not provide an updated figure.

    White, who was hired in 2003, is the subject

    of two internal affairs investigations, according to CCSO spokesperson Skip Conroy. One is completed, but the CCSO could not provide the investigation report to the Sun Monday.

    Conroy could not comment on why White was under investigation.

    White could not be reached for comment.

    He exposed himself in leroy's as well. That's also why he was fired.

    Sordid, disputed incident in bar needs explaining

    OUR POSITION: We’re waiting to hear why it took almost nine months for a legally questionable act by a Charlotte County Sheriff’s Office sergeant to be investigated.

    According to a Charlotte County Sheriff’s Office internal affairs investigation, several officers visited a popular Punta Gorda restaurant in August 2017. One of the officers, a sergeant no less, allegedly unzipped his trousers, pulled out his privates and displayed them for everyone to see.

    If this had been John Doe, private citizen, the other deputies and officers would have: a) Grabbed a table cloth, wrapped it around the flasher and led him outside.

    b) Handcuffed the lawbreaker and taken him to jail.

    c) Laughed and ignored it.

    If it happened to be a senior officer, the other deputies and officers would have: c) Laughed and ignored it.

    Apparently, that was the only choice the officers on hand considered.

    Or, maybe not.

    The owner of the bar in question, Lee Richardson of Leroy’s Southern Kitchen and Bar, says it was all a joke. He says the “privates” displayed by White were fake — a gag gift.

    Here’s the story, according to the internal investigation — more than half of which was redacted (blacked out) for public consumption — and a Sun story by Liz Hardaway.

    On Aug. 25, 2017, several members of the CCSO gathered after working hours for dinner at Hurricane Charley’s to celebrate Detective William Prummell III — Sheriff Bill Prummell’s son — moving from the Criminal Investigation Unit (CIU) to the Major Crimes Unit (MCU).

    The party then moved to Leroy’s, which was open to the public. Here, White exposed “his scrotum and testicles to patrons of the business,” according to the investigation. The report went on to say White exposed his “sexual organs in a public place and in a vulgar or indecent manner …” Amazingly, the incident

    did not get the attention of White’s superiors until a criminal investigation was launched May 18 — almost nine months later.

    White was also subject to a second investigation, for undisclosed reasons, by the Florida Department of Law Enforcement. He was fired shortly after by CCSO Sheriff Bill Prummell.

    Richardson, who admits he is a friend of White’s, suggested the report was filed nine months later to give the CCSO an excuse to let White go.

    “He is a prankster, but would not have done this. I was there,” Richardson said.

    Here are questions we, and the public should, have:

    • Why did it take almost nine months to investigate White’s alleged exposure in a public restaurant?

    • Why was White not arrested by one of his colleagues?

    • Was Sheriff Prummell’s son present?

    • Was Sheriff Prummell himself present?

    • Who finally came forward to file the report?

    • Why did no one seemingly believe Richardson’s version of the story? Because he was a friend?

    • Why was White fired?

    • As a local radio host has reported, was White involved in steroids?

    We believe the sheriff has a lot of explaining to do.

    Law enforcement officers should be held to the same standards as private citizens, if not higher. If the internal investigation is true, then that was not the case. We cannot imagine John Doe exposing himself to restaurant patrons in front of police officers and nothing happening.

    If Richardson’s version of the incident is true, then the CCSO must explain the discrepancies in the two stories.

    So far we can’t come to any conclusion because, as usual, the CCSO is refusing to release key details of what they contend is an ongoing investigation.
